  • Counseling must be completed BEFORE signing the Agreement of Sale — counseling completed afterward does not qualify. The Agreement of Sale must be signed by both homebuyer and seller. Condominiums are not eligible. Apply through a City-funded housing counseling agency; bring total annual family income, the source of that income (employment, SSI, DPA, etc.) and the number of family members who will live in the home. REPAYMENT: the City states the grant must be repaid if you move or refinance before living in the home for 15 years — this is published on phila.gov but does NOT appear on the PHDC program page or the 3/26 flyer, so buyers reading only PHDC materials will not learn the grant is repayable. Still unpublished by any official source: whether repayment is full or prorated, whether a lien or second mortgage is recorded, any minimum credit score, any maximum purchase price, any eligible-loan-product list, and any participating-lender restriction. The $122,700 stored in income_limit_amount is the 4-person figure. DHCD does not publish an effective year or HUD MSA name with this table.
  • The limit applies to total household income, not only the borrower’s.
  • Area median income figures are published by HUD and updated annually, so check the current table for the county before relying on a number.
