The City of Mesa Homeownership Assistance Program (HOA) provides down payment assistance, closing cost assistance, and soft-second deferred loans up to $30,000 to low- and moderate-income first-time homebuyers within the City of Mesa. The program is funded through federal HOME and CDBG funds administered by Mesa's Department of Housing and Community Development. Buyers must earn at or below 80% AMI, contribute a minimum of $1,500, complete HUD-approved homebuyer education, and occupy the home as their primary residence for at least 5 years.
