The City of Binghamton's First-Time Homebuyer Program, administered by the Housing Division of the Department of Planning, Housing & Community Development, provides up to $15,000 in down payment and closing cost assistance to income-qualified first-time buyers purchasing a primary residence within the City of Binghamton. Funded by HUD HOME and CDBG, the assistance is structured as a 0% interest deferred forgivable second mortgage with pro-rata forgiveness over a 5-year affordability period. Buyers must complete HUD-approved pre-purchase counseling and the property must pass HQS inspection.
