The City of Boulder's Middle Income Down Payment Assistance (MIDPA) Pilot Program is a deferred-payment second mortgage designed to put middle-income households into permanently deed-restricted, affordable ownership. The loan amount is the lesser of $200,000 or 30% of the home's sale price. The interest rate is 0% with no monthly payments. After 15 years the full principal is due, or it becomes due immediately upon sale, refinance, or transfer of title. In exchange for the assistance, the home is permanently deed-restricted to remain affordable to future buyers. The pilot launched in August 2023; as of March 2026 the City has reported zero applicants and is considering ending the program as soon as June 2026, citing the 15-year balloon repayment and appreciation cap as deterrents.
