The Pima Tucson Homebuyer's Solution (PTHS) is a mortgage program offered jointly by the Industrial Development Authorities of Pima County and the City of Tucson, administered by Community Investment Corporation, for homebuyers purchasing anywhere in Pima County including the City of Tucson. Borrowers receive a 30-year fixed-rate first mortgage (FHA, VA, USDA, or Conventional) plus down payment and closing-cost assistance in the form of a forgivable second mortgage; for VA loans the assistance is a grant. There is no first-time homebuyer requirement and no purchase price limit, and the assistance can fund up to 100% of the borrower's cash to close.
