The Summit Revolving Loan Fund (RLF) is Summit Combined Housing Authority's flagship down payment assistance product, funded by Summit County voters' 5A sales tax (originally approved in 2006 at 0.125% and increased in 2016 to 0.6%). The RLF provides a 2% interest second mortgage of up to $40,000 (raised from $25,000) with no monthly payments — repaid in full upon sale, refinance, transfer, or loss of owner-occupancy. Available to Summit County workforce buyers between roughly 76% and 160% AMI, with a minimum 620 credit score. Funds may be used for both deed-restricted and free-market purchases and, for deed-restricted owners, HOA dues or unexpected-expense fees.
